Over time though, Tetragram Seal was weakening and Jiraiya was very concerned that Naruto would turn into Nine Tails. That is why a key was created to tighten the Seal. One day Jiraiya summoned Gerotora to ask him to loosen the seal just a little bit. This should teach Naruto to resist Nine Tails' will.
